As Financial Accountant Team Leader, you'll oversee Council's financial resources, ensuring compliance with regulations and timely reporting. Your role involves maintaining internal controls and adherence to statutory requirements, such as the Local Government Act 2002.
This position provides essential reports on capital expenditure to stakeholders, enabling informed decision-making. Your leadership will ensure effective financial management and transparency within the organisation.
You’ll recognise the importance of the role as a Treaty partner and understand how that underpins Gisborne District Council’s work.
Duties include
- Lead and manage the financial services team which includes Accounts Payable, Accounts Receivable, and general ledger financial services and reporting.
- Maintain strict confidentiality surrounding Council’s financial information and data.
- Coordinate, prepare, and audit Council’s financial sections of the Annual Report. Support the preparation of Council’s Annual Plan and Long-Term Plan.
- Oversee Council’s income, short- and long-term investments, ensuring adequate cash flow and maximisation of Council’s return on surplus funds.
- Manage accounts payable processes, overseeing reviews of procedures, internal controls, and checks for efficiency. Ensure suppliers are paid promptly, payments are properly authorized, and costs are accurately allocated to the relevant Council activities.
Skills and experience required
- CA ANZ Chartered Accountant with at least 5 years of professional or financial experience.
- Strong understanding of generally accepted accounting practices (GAAP) New Zealand/ Financial Reporting Standards for Public Benefit Entities (PBE).
- Experience in New Zealand Tax legislation and New Zealand tax practices environment.
- Expertise in financial reporting.
- Budget and forecasting experience.
- Must be able to exercise initiative and judgement in order to make decisions within the scope of delegated authority.
- Strong analytical skills.

- Excellent written and oral communication.
- Excellent time management and organisation.
- Strong investigative skills.

- Knowledge on rating act and other rating legislations.
