Local Authority Manager - Roading Maintenance M/F

At HEB Construction, we're passionate about keeping New Zealand moving. We're looking for an experienced Senior Maintenance Leader in a newly created role to lead our major local authority road maintenance portfolio, driving operational excellence, commercial performance, client satisfaction, and future growth.

With responsibility for large scale roading maintenance contracts across New Zealand, this is a significant leadership opportunity for someone who thrives on developing people, building client partnerships, and delivering outstanding results. This role can be based in Christchurch, Tauranga, or Auckland for the right candidate.

What you'll be doing;

• Leading the safe and successful delivery of local authority road maintenance contracts nationally
• Holding full P&L accountability across a significant contract portfolio
• Build and maintain strong trusted relationships with councils, key stakeholders, and industry partners
• Identifying and driving growth opportunities within existing and future contracts
• Leading, coaching, and developing high-performing operational teams
• Driving continuous improvement, innovation, and operational excellence and efficiency
• Championing HEB's commitment to Health, Safety and Wellbeing

What you'll bring;

• Senior leadership experience within road maintenance, civil construction, infrastructure, or asset management, ideally within local authority contracts
• Proven success managing large-scale contracts and commercial outcomes
• Strong financial, contractual, and operational management capability
• Exceptional people leadership and stakeholder relationship skills
• A track record of growing businesses and developing high-performing teams
• A genuine commitment to safety, wellbeing, and customer outcomes
• Flexibility to travel around the country as required.
