About The Role

Hawkins is seeking an experienced Compliance & Documentation Manager to lead the management and delivery of all regulatory approvals, compliance documentation, certification, and project handover requirements for a major construction project.

Acting as the central coordination point for compliance and project documentation, you will work closely with delivery, commercial, engineering, quality, commissioning, design, and consultant teams to ensure all information is collected, tracked, reviewed, and submitted to clients and regulatory authorities in a timely manner.

This role is responsible for managing the full compliance lifecycle, including Building Consents, Resource Consents, Minor Variations, Certificates for Public Use (CPU), Code Compliance Certificates (CCC), Operations & Maintenance Manuals, and project close-out documentation.

About You

You will bring:

  • A minimum of 10 years' experience in construction compliance, regulatory approvals, project documentation, handover, or a related discipline.
  • Proven experience working on large-scale commercial, infrastructure, or complex construction projects.
  • Strong knowledge of New Zealand building consent, code compliance, and regulatory approval processes.
  • Experience managing large volumes of project documentation across multiple workstreams and stakeholders.
  • Strong proficiency in Aconex (including associated workflow modules), Microsoft Office applications, and reporting tools.
  • Excellent organisational, communication, and coordination skills.
  • A high level of attention to detail and a proactive approach to problem-solving.

Key Responsibilities

Regulatory & Consent Management

  • Develop and maintain schedules for all Building Consent, Resource Consent, and regulatory deliverables.
  • Coordinate submissions to councils, clients, and regulatory authorities.
  • Monitor approval processes and proactively follow up outstanding submissions.
  • Liaise with councils, clients, consultants, and regulatory authorities to facilitate approvals and resolve compliance matters.
  • Coordinate inspections, audits, and close-out activities.
  • Track, report, escalate, and close compliance-related actions and issues.
  • Maintain compliance registers and reporting systems.

Compliance Documentation Management

  • Act as the central repository and coordination point for all compliance and certification documentation.
  • Coordinate documentation inputs from delivery, engineering, commissioning, quality, consultant and subcontractor teams.
  • Ensure documentation is complete, accurate, and compliant prior to submission.
  • Maintain project documentation, registers, workflows, and approval processes within Aconex.
  • Manage document control processes associated with compliance and regulatory submissions.

Minor Variations & Regulatory Changes

  • Manage and track all Minor Variations (MV) associated with consented works.
  • Coordinate the preparation, submission, and approval of variation documentation.
  • Maintain variation registers and provide regular status updates to project teams and clients.

Code Compliance & Certification

  • Coordinate and manage applications for:
    • Certificates for Public Use (CPU)
    • Code Compliance Certificates (CCC)
    • Schedule 6 documentation
    • Other regulatory approvals as required.
  • Ensure all compliance requirements are achieved within project timeframes.

Operations & Maintenance Manuals

  • Develop and manage schedules for Operations & Maintenance Manual deliverables.
  • Coordinate inputs from services, engineering, design, commissioning, and delivery teams.
  • Track progress and ensure contractual requirements are achieved.
  • Coordinate consultant review and approval processes prior to practical completion.

Practical Completion & Project Handover

  • Develop and maintain schedules for practical completion and handover deliverables.
  • Coordinate the collection, review, and submission of project close-out documentation, including Operations & Maintenance Manuals, as-built information, commissioning records, warranties, guarantees, and compliance certificates.
  • Ensure documentation is reviewed, approved, and submitted in accordance with contractual and regulatory requirements.
  • Drive the timely completion of all project handover and close-out obligations
