The Opportunity

We are seeking an experienced Submissions Manager to join our Energy & Utilities Growth team. In this pivotal role, you will lead the development of compelling, client-focused submissions for Expressions of Interest (EOIs), Requests for Tender (RFTs), and other bid-related opportunities across Australia and New Zealand.

Working closely with Bid Managers, operational subject matter experts and key stakeholders, you will drive the development of high-quality, compliant submissions that clearly articulate Downer's value proposition and support successful business growth outcomes.

  • Leading the writing and production of compliant and compelling bid submissions, presentations and new business content.
  • Interviewing SMEs and conducting research to develop persuasive, evidence-based responses.
  • Developing win themes and ensuring they are consistently reflected throughout submissions.
  • Managing tender queries, client clarifications and submission documentation
  • Coordinating review processes and ensuring content quality through bronze, silver and gold review gates.
  • Working with graphic designers to create visually engaging submission materials.
  • Supporting continuous improvement initiatives and contributing to best-practice bidding principles across the business.

What We Are Looking For

You will be a highly skilled bid writing professional with a passion for creating winning submissions and building strong stakeholder relationships.

  • A minimum of five years' experience writing and producing complex, high-value tenders and proposals, ideally within the Water sector
  • Strong knowledge of best-practice bidding principles and compliance requirements.
  • Exceptional written and verbal communication skills with meticulous attention to detail.
  • Proven ability to manage multiple priorities and deliver high-quality outcomes within tight deadlines.
  • Strong stakeholder engagement skills and the ability to work collaboratively with technical experts and business leaders.
  • A proactive, self-motivated approach and commitment to continuous improvement.
  • APMP accreditation or similar qualifications will be highly regarded.
