Mō tēnei tūranga mahi | About this role
The purpose of the Talent and Organisational Development Unit is to lead and support the identification, design and implementation of strategies that will shape NEMA’s organisational design and culture. To provide guidance to ELT on Leadership and People and Culture initiatives. This includes the provision of advice and support for data driven process improvement initiatives that inform and improve strategic and operational planning, capacity, and capability.
The purpose of the Manager, Talent and Organisational Design role is to:
- Provide strategic leadership across the organisation on people, culture, leadership and talent strategies through trusted, robust and strategic advice to the Executive Leadership Team.
- As a member of the Senior Management Team (SMT) provide leadership that builds NEMA’s organisational health, capability and culture.
- Work collaboratively with the NEMA’s ELT, SMT, people leaders, DIA HR, and Talent & OD to drive NEMA’s strategic agenda and lead change effectively.
- In conjunction with NEMA SMT, determine the strategic priorities as they relate to Talent and Organisational Development, implementing annual planning to ensure key priorities are identified and resourced appropriately and that the agreed priorities are achieved.
As NEMA is an operational agency, there may be a requirement to respond to emergency activations in the event of a national emergency response. This may include potentially long hours and challenging working conditions. NEMA will do all in its power to support staff in meeting their work and family responsibilities during an emergency. The welfare and wellbeing of our staff is of utmost importance.
Your response role will be in leading the Health & Wellbeing sub-function.
Due to the nature of our role in Emergency Management, NEMA has a very dynamic work environment and as a small agency, staff are often required to pivot and change focus on their work at short notice. Attributes of adaptability, agility, resilience and curiosity are all required on a daily basis, in and out of times of emergency response.

We are looking for a candidate with the following skills and experience:
- Minimum 7-10 years proven Talent and Organisational Development experience from a similar role, including HR or organisational development.
- Relevant tertiary qualifications e.g. Organisational Psychology, Human Resources, and/or and professional registration or accreditation e.g. Registered Psychologist, accreditation with HRNZ or similar.
- Excellent understanding of Talent and Organisational Development concepts.
- Experience of the whole project life cycle.
- Significant experience in people management and leading successful teams.
- Knowledge of the Machinery of Government.
And with the following attributes:
- A ‘completer-finisher’ taking accountability for ideas from inception to delivery, in an environment that requires robust metrics to confirm success
- Ability to develop and maintain an environment of teamwork and commitment to excellence with a group of highly skilled staff.
- Flexibility of approach/thinking, able to adapt in constantly changing circumstances
- Comfortable facilitating a collaborative work environment, with a constant eye on completing the objective and goals of the business unit.
- The discretion and tact to handle confidential and private information.
- Willingness to grow Māori capability and cultural confidence.
