About The Opportunity
This is a senior leadership role reporting to the GM People & Culture, leading our Organisational Development and Learning function.
This role is about shaping how our organisation feels to work in, how leaders lead, and how we support disabled people.
You’ll lead an integrated programme of work that strengthens culture, leadership and management capability, and workforce development, ensuring our values show up in everyday practice.

What you’ll be responsible for
You’ll Lead a Broad And Connected Portfolio, Including
Culture and values in action
- Embedding our values into behaviours, expectations, and decision-making
- Strengthening psychological safety, ethical practice, and safeguarding
- Using engagement and feedback to continually improve culture
Leadership and management capability
- Designing and delivering leadership programmes across all levels
- Building confident, capable managers who can lead safe, high-quality services
Workforce development
- Creating clear career pathways for the support workforce and building practical development solutions
Learning and development strategy
- Leading an organisation-wide learning strategy aligned to values, safeguarding, and operational needs
Leading the OD and Learning team
- Leading and developing a team delivering learning and capability programmes
- Supporting sustainable adoption of change through capability and behaviour
Who this role may suit
We are looking for an experienced OD and learning leader who:
- Has experience leading OD, learning, and business experience
- Has successfully led culture and leadership development programmes
- Designs solutions that are practical, accessible, and grounded in real work
- Is confident working with both senior leaders and frontline teams
- Brings strong facilitation, coaching, and influencing skills
- Has a deep commitment to equity, inclusion, and accessibility
- Is experienced, or willing to grow, in working in partnership with Māori and Pacific leaders
This is a role for someone who can hold both strategy and delivery and who cares about making a real difference in people’s working lives and the lives of those we support.
