We are seeking an experienced Programme Manager with significant Senior Project Management experience to lead the delivery of a critical payroll transformation programme within Inland Revenue. This role will drive the implementation of a new integrated payroll solution as part of a broader ERP Strategic Investment Programme reporting to the Programme Director.

You will play a key role in bringing sustainable structure and momentum to a complex delivery environment.

In this role, you will:

  • Lead the end-to-end implementation of the new Datapay Payroll Solution, including migration from SAP ECC6, integration with the Oracle Fusion Cloud system, and required Oracle HCM changes to enable improved end-to-end business processes
  • Collaborate with stakeholders to define objectives, scope and deliverables, while working across multiple project managers and team leads to ensure clear, aligned and non-overlapping roles and responsibilities
  • Develop and maintain an integrated project plan, managing schedule, dependencies and critical path, while ensuring IR workstreams provide timely inputs, SMEs, approvals and decisions
  • Manage project delivery by identifying and mitigating risks, resolving issues, leading RAID, change control and decision tracking processes, and proactively escalating risks to the Programme Director
  • Ensure compliance with IR’s project management methodologies, our System Integrator’s (SI) best practice delivery methods
  • Manage Quality Assurance processes (Gateway, IQA, internal reviews) and engagement with other key “system wide” governance bodies (e.g. GDDA, BO-DTS)
  • Ensure quality and readiness by confirming deliverables meet IR acceptance criteria, all project roles are filled, and people management responsibilities for assigned staff and contractors are fulfilled
  • Own and manage the IPS project budget, including Forecast to Completion (FTC) and Forecast at Completion (FAC), with earned value measurement tracking
  • Identify, secure and manage additional suppliers (over and above our SI) as required within IR’s commercial framework to deliver the project outcomes
  • Oversee supplier and SI delivery, ensuring alignment with contractual obligations, managing cost, scope, risk and performance, and acting as the primary integrator across all SI delivery domains (e.g. Design, Build, Deploy, Data Migration etc) as well as those Inland Revenue is responsible for leading and managing (e.g. Organisational Change Management and Testing etc)
  • Work closely with BAU technical change delivery teams to ensure smooth transition to operations, including delivery of service design supporting the Atea Single Service Partner model
  • Maintain strong delivery cadence through governance, reporting, forums and programme governance papers, providing regular updates to senior management and stakeholders on progress and status
  • Be willing to take on overall delivery responsibility for additional projects as a Programme Manager as and when required

About you | Mōu

You will bring:

  • A tertiary degree

  • A post graduate qualification or certification in Programme / Project Management.

  • Proven experience in ERP implementations, ideally within an Oracle context.

  • Strong understanding of ERP processes, systems and integration processes.

  • Strong demonstratable commercial acumen.

  • Strong people management experience (soft skills).

  • A good understanding of change delivery methods in both Traditional as well as Agile Types of delivery.

  • Ideally have demonstrated experience in managing payroll migration projects.
