Strategic Procurement Lead

The Role

This is a key leadership role within a major transformation programme, responsible for shaping and delivering a strategic approach to procurement and sourcing.

You will define and implement programme-wide procurement strategies, ensuring all procurement activity is aligned, efficient, and delivers value for money. Acting as the subject matter expert, you will lead complex, high-value sourcing initiatives while enabling delivery teams to manage smaller procurement activities effectively.

The role requires strong commercial and strategic capability, with a focus on establishing robust procurement frameworks, driving supplier performance, and ensuring alignment with wider organisational priorities. You will also play a key role in building procurement capability across the programme, embedding sustainable tools, processes, and best practice.

Role Requirements

To be successful in this role, you will bring:

• Extensive senior experience in procurement, sourcing, and commercial management within complex environments
• Proven track record leading high-value, complex procurement and tender processes
• Strong understanding of public sector procurement frameworks, governance, and compliance requirements
• Experience developing and implementing procurement strategies at programme or organisational level
• Demonstrated expertise in contract negotiation and supplier relationship management
• Strong commercial acumen with the ability to balance risk, value, and delivery outcomes
• Excellent stakeholder engagement skills with the ability to influence across technical, commercial, and senior leadership audiences
• Experience working within large-scale transformation or programme environments
• Highly developed judgement, with the ability to provide pragmatic advice in complex situations

Experience in digital or technology procurement within the New Zealand public sector environment will be advantageous.
