Te Tūranga | About the role

We’re looking for a Chief Financial Officer (CFO) to play a pivotal leadership role in establishing and shaping a new Water Services Organisation delivering for the Western Bay community.

This is a rare opportunity to join at formation stage - leading the financial strategy, systems, and capability required to transition from Tauranga City Council and Western Bay of Plenty District Council into a fully integrated, high-performing entity.

Reporting to the Chief Executive, you’ll sit at the executive table, providing strategic financial leadership, robust advice, and confidence to the Board and senior leaders.

You’ll lead a significant transformation programme - building financial capability, standing up systems and processes, and embedding strong governance, commercial discipline, and long-term sustainability. The portfolio of duties (and direct reports) will include Finance, Procurement, Strategy and Planning, Legal and Commercial.

This is a high-impact role, combining strategy, delivery, and organisational build - where your influence will shape long-term community outcomes.

Ngā Pukenga | What you’ll need to succeed

To succeed, you’ll be a seasoned executive leader with deep financial expertise and the ability to operate in complex, highly regulated environments.

You’ll also bring:

  • Extensive executive-level financial leadership experience (10+ years)
  • Proven success establishing or transitioning organisations at scale
  • Strong understanding of public sector financial frameworks and legislation
  • Advanced financial strategy, modelling, and infrastructure investment expertise
  • Chartered Accountant (CA) or equivalent, with relevant tertiary qualifications
  • Experience working in partnership with iwi and understanding of te ao Māori
  • Exceptional stakeholder leadership, influencing and relationship management capability
  • Strong commercial acumen within a public-good context
  • High integrity, resilience, and ability to lead through complexity and change
