We are looking for a Portfolio Delivery Manager (Domain Lead L1) to join Enterprise and Integrity Services (E&IS), Planning Design and Delivery (E&IS PD&D) leading the Initiative Delivery team focussed on improving user experience and outcomes for the wider IR business. This includes the planning, management and delivery of a portfolio of technical and business change initiatives across IR supporting areas such as IT, Finance, Operational Support and Workplace Technology.

Enterprise and Integrity Services (E&IS) is our corporate services group accountable for IR’s finance, technology, people, workplace, commercial, marketing/communications and knowledge management functions.

The E&IS PD&D team offers three key services:

  • Initiative planning and delivery for projects being delivered by Enterprise and Integrity Services (E&IS),

  • Delivery and release management for IR’s core HRMIS, FMIS, Procurement & Payroll systems, and

  • Change management for local and enterprise initiatives being delivered by Enterprise and Integrity Services (E&IS)

Our teams work with partners across IR to understand their strategic work and programmes of change initiatives. We deliver value for IR-bringing a strong focus to improving user experience, constantly improving outcomes and championing IR’s customer-centric and intelligence-led culture.

The Initiative Delivery team works with partners across Inland Revenue to understand our constantly changing environment, outcomes, business needs and work programme. We plan and manage priorities, monitor risks and track performance to understand how we are progressing and where we can improve.

Ara Whiwhi Mahi | The Opportunity

As Portfolio Delivery Manager you will provide leadership, coaching, advice, and guidance to a team responsible for the analysis and delivery of change initiatives. You will support the Service Leader of E&IS PD&D to collaborate with, empower, and enable the Initiative Delivery Domain Team to deliver against their work programme in a complex and evolving environment.

The role is a key engagement point into the team, and you will be expected to work closely with a wide range of stakeholders to understand their needs and manage expectations around engagement and delivery. You will also need to help manage the key supporting partners and vendors to ensure IR is receiving the right support.

Simply put we are looking for someone who can lead the Initiative Delivery Team to maximise opportunities and deliver against the work programme effectively.

We are looking for a seasoned people leader who will:

  • Demonstrate strong leadership by coaching, developing and supporting their people to build capability and performance in areas such as business analysis and project delivery.

  • Lead effectively through change, supporting people to adopt new ways of working.

  • Make sound decisions using relevant experience, and apply appropriate tools, frameworks and approaches to plan and deliver initiatives and releases.

  • Build and maintain strong partnerships, working collaboratively with stakeholders to achieve business outcomes.

  • Provide thought leadership and influence effectively across governance forums, leadership discussions and enterprise-wide initiatives.

  • Use sound judgement and initiative to prioritise deliverables and evaluate outcomes in partnership with stakeholders.

  • Bring experience supporting core enterprise systems and processes, including developing product roadmaps, refining service models and enabling new technologies (such as AI and automation).

  • Demonstrate strong vendor management experience, including defining requirements, leading procurement processes and managing ongoing relationships.

  • Communicate clearly and effectively, translating business needs into service-based outcomes and building trusted, collaborative relationships.

  • Have a deep, practical understanding of best practice in this domain and how it aligns with organisational and sector priorities.
