The Transport Asset Planning Team oversees planning and delivery of Council’s 10-year Long Term Plan transport capital programme. It assesses current and future transport demands and leads infrastructure planning to support land use, population, and economic growth.

This is a senior-level opportunity where you’ll take the lead on subdivision-related transport planning and infrastructure delivery. Acting as Council’s representative, you’ll partner with developers, consultants, and internal teams to ensure new transport infrastructure is well-designed, future-focused, and delivers great outcomes for the city.
You’ll Have The Autonomy To Negotiate Cost-share Agreements And Influence How Subdivision Budgets Are Invested To Support Growth. This Role Combines Strategic Thinking With Hands-on Delivery - Giving You The Chance To Influence City-wide Development Patterns While Managing Complex Projects. You Will:
- Assess subdivision applications and provide transport planning advice
- Lead cost-share negotiations with developers to achieve the best outcomes for Council and the community
- Act as project manager for subdivision-related transport projects
- Provide input into transport infrastructure design and review engineering plans
- Manage and allocate subdivision programme budgets
- Mentor and support planners and engineers within the team
- Build strong relationships across Council, with developers, consultants, and stakeholders
About you | Ko Koe Tēnei
You’re a Confident Senior Engineer With Strong Commercial Acumen And The Ability To Influence Outcomes In Complex Environments. You Bring Strong Negotiation Skills, Sound Engineering Judgement, And a Collaborative Approach To Working With Others. You’re Comfortable Managing Competing Priorities And Enjoy Taking a Big-picture View While Still Delivering High-quality Outcomes. You Bring With You:
- Degree in Civil/Transport Engineering or similar
- 8+ years’ experience in transport planning, engineering, or infrastructure delivery
- Strong understanding of subdivision development and infrastructure planning
- Proven experience in negotiation and stakeholder relationship management
- Ability to think strategically about growth and how developments connect across a city
- Strong project and programme management capability
- Excellent communication skills, including translating technical information for non-technical audiences
Experience in local government and knowledge of NZ planning frameworks (e.g., District Plans, RMA processes) will be highly regarded.

- Hours of work - 37.5 - 40 hours per week
- Position - Permanent, full-time
- Location - This position is primarily based at Te Hononga, Christchurch City Council Civic Offices - 53 Hereford Street
- Salary - The salary band for this position goes from $126,230 to $140,255 per annum based on a 40 hour week. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
