Risk Lead

Dunedin City Council

At Dunedin City Council (DCC), we’re proud to deliver the essential services, infrastructure, and community spaces that make Ōtepoti one of the world’s great small cities. From transport networks to cultural hubs, green spaces to community wellbeing — everything we do helps our city thrive.

Our Commercial Services team plays a vital role behind the scenes, supporting projects, procurement, and strategic outcomes across the organisation — helping ensure great ideas are delivered safely, sustainably, and successfully.

The Opportunity

This is your chance to take the lead on enterprise risk for a complex, purpose-driven organisation. As our Risk Lead, you’ll design, embed, and champion a best-practice risk management framework across the entire Council — from governance through to operational delivery. You’ll partner closely with senior leaders, influence decision-making at the highest levels, and build a strong risk-aware culture that supports better outcomes for our communities.

This is a strategic and hands-on role, where you will:

  • Lead enterprise-wide risk management, reporting, and governance engagement
  • Build organisational capability in risk
  • Provide trusted advice to Executive Leadership, Audit & Risk Committee and key stakeholders
  • Integrate risk and insurance strategies for long-term sustainability
  • Champion continuous improvement and mature risk practices across the organisation

Ideally, you'll bring

  • A relevant postgraduate qualification in a field such as risk, audit, or compliance
  • Significant experience (10+ years) in senior risk, or assurance roles within large or complex organisations
  • Proven ability to design and embed enterprise risk frameworks and influence at senior leadership level
  • Strong understanding of governance, regulatory environments, and risk best practice (e.g. ISO standards)
  • Experience leading workshops, building capability, and driving cultural change
  • Exceptional communication skills — able to translate complex risk concepts into clear, pro-active, practical advice
  • A collaborative, pragmatic approach with high levels of initiative and credibility

What we offer

  • Permanent, full-time opportunity based in Dunedin
  • 5 weeks annual leave + long service leave
  • Generous parental leave provisions including paid partner’s leave
  • Superannuation (after 6 months), annual flu vaccinations and eye checks
  • The chance to influence city-wide outcomes and work with passionate, purpose-driven people

Salary range: $111,538 - $131,221
