Manager People Experience (PX) Advice and Recruitment

Lead a critical function shaping how the Ministry attracts, supports, and retains its people. You will drive a high-performing PX Advice and Recruitment team to deliver consistent, high-quality HR advice and strategic recruitment outcomes in a complex public sector environment.

This role sits on the People Operations leadership team, with accountability for translating strategy into operational delivery. You will influence senior leaders, connect PX functions, and lift organisational capability through data-led insights, service innovation, and continuous improvement. You will lead, coach, and develop a team of advisors, setting clear expectations and building a strong performance culture.

Key Accountabilities Include

  • Leading, coaching, and developing PX and Recruitment advisors to deliver accurate, timely, business-focused HR and talent advice
  • Setting and executing a forward-looking recruitment strategy aligned to current and future capability needs
  • Partnering with senior leaders on complex people risks, workforce planning, and employment relations matters
  • Driving operational excellence across the employee lifecycle, including system optimisation and process improvement
  • Leading projects and initiatives that lift service quality, efficiency, and user experience
  • Embedding a culture of performance, accountability, and continuous improvement across the team

Ō Pūkenga/Skills And Experience

You bring demonstrated leadership across HR and-or recruitment in large, complex environments. You are a credible people leader with proven line management experience, capable of building capability, lifting performance, and creating an engaged, high-performing team.

You Will Also Demonstrate

  • 5 to 7 years' HR generalist experience, including several years leading and developing HR and-or recruitment teams in large, fast-paced organisations, with a strong focus on service delivery at scale
  • Proven people leadership, with the ability to coach, guide, and develop advisors to deliver consistent, high-quality, customer-focused outcomes
  • Strong operational leadership, effectively managing workflow, prioritising competing demands, and maintaining service quality across high-volume environments
  • Deep employment relations expertise, including complex case management and mediation, supported by strong knowledge of New Zealand employment legislation and its practical application
  • Highly effective communication and relationship management skills, with the ability to influence senior leaders, deliver clear advice, and build trusted partnerships across a wide range of stakeholders
  • Demonstrated ability to lead through change, maintaining team performance and service delivery while adapting to evolving organisational priorities
  • Strong analytical capability, using data and insights to inform decisions, identify trends, and improve services
  • Public sector experience is highly preferred
  • Understanding of Te Tiriti o Waitangi and its application within People Experience

Utu ā-tau/Salary

The appointing salary for this role will be between $130,129 and $179,129 based on skills and experience.
