Mō te tūranga mahi – about the role
As an Analysis Development Officer, you will be the go-to liaison between the GCSB and NZSIS and the technology that powers their intelligence work. By immersing yourself in our analysts’ day‑to‑day data challenges, you will uncover exactly what they need to answer the toughest questions. With a deep understanding of the agencies’ technology stack, you will shape, build and roll out data‑centric solutions that lift the whole organisation’s analytical capability—making it faster, smarter and more future‑ready.
Your mission is to drive continual improvement in how data, tools and tradecraft are used. That means staying ahead of industry trends, researching emerging techniques, and delivering targeted education and training so teams can get the most out of every dataset. You will play a hands‑on role in acquiring new data sources, translating requirements into clear specifications, running user‑acceptance testing, and authoring change proposals that gain board approval. Throughout each project, you will keep stakeholders informed, report progress to governance boards and collaborate closely with analysts, engineers and project teams to turn ideas into operational reality.

You will bring along your
Strong business‑analysis background: gathering requirements, scoping solutions and partnering with technical teams to deliver.
Proven experience in change management, process improvement and delivering engaging training.
Your solid grasp of data fundamentals – formats, schemas, ETL, storage, ontologies and data modelling.
Knowledge of information‑management best practice and the legal/compliance rules that govern data collection, use, retention and disposal.
An understanding of modern data-analysis tools/techniques
A familiarity or willingness to learn the NZIC intelligence cycle and how NZIC operations and investigations are conducted.
Sound judgement, critical thinking and people skills to design practical, priority‑driven solutions.
Passion for technology as a problem‑solving catalyst and a track record of delivering programmes and small projects.
Proven ability to build and maintain positive relationships while juggling day‑to‑day tasks with long‑term capability development.

Level 1: $87,048 - $92,851
Level 2: $103,009 - $109,876

Working within our unique environment means we have to ensure you're eligible for employment.
You must
Have been a New Zealand Citizen for at least 10 years
OR
Hold a current NZ Residency Class Visa and ideally have been a citizen of the UK, USA, Canada or Australia for at least 10 years
Be eligible to obtain a Top Secret Special (TSS) security clearance
Ordinarily, this means you'll have a 15 year checkable background in countries NZSIS Vetting can make meaningful and reliable checks.
