Watercare is entering an exciting new phase as the water sector becomes regulated for the first time. Our newly formed Economic Regulation team is at the forefront of shaping how this regulatory framework is built, understood, and delivered across the organisation. We’re looking for a motivated and analytical Regulatory Analyst to support this critical work.
This is a great opportunity to join a team influencing sector‑wide change, building regulatory capability, and helping create the systems and frameworks that will guide Watercare’s long‑term regulatory approach.
He whakamārama mō te tūranga mahi | About the role
As a Regulatory Analyst, you’ll play a key role in designing and delivering Watercare’s regulatory disclosures and analysis. You’ll contribute to frameworks, methodologies and processes that ensure Watercare can confidently meet its regulatory obligations.
You will work across the organisation — Strategy, Planning, Finance, Programme Delivery, Operations and more — to gather evidence, analyse performance, and support the delivery of high‑quality regulatory reporting.
What You’ll Be Doing
- Support the development of Information Disclosure and other regulatory reporting methodologies
- Analyse data and draft commentary for regulatory submissions
- Provide accurate, high‑quality evidence to support regulatory requirements
- Help build repeatable processes for data collection, analysis, and information management
- Assess Watercare’s current and future performance against regulatory measures, identifying risks and opportunities
- Provide advice across the organisation on regulatory rules, obligations and implications
- Contribute to learning resources and help uplift regulatory understanding and capability
- Collaborate with the Commerce Commission and Crown Monitor through internal preparation and inputs
Ngā pūkenga e rapu nei mātou | About you
- A degree in economics, finance, accounting, or a related discipline
- Experience working in a regulatory, utilities, infrastructure, analysis or continuous‑improvement environment
- Strong analytical capability, including evidence assessment and data quality skills
- Ability to communicate clearly with senior leaders and staff across the business
- High accuracy, strong organisational skills and comfort working with complex information
- Proactive problem‑solving ability and a customer‑focused approach
- Strong collaboration skills and confidence engaging with stakeholders
- Competence in Microsoft Office and relevant analysis tools
- A flexible, curious mindset and a willingness to adapt in an evolving regulatory environment
- Project management or quality assurance experience is beneficial
