About The opportunity | Ko te āheinga

We are looking for a Manager, Engagement to join our Tū Hono Rau – Community and Partnerships Group. This is a full-time, permanent opportunity based in Napier.

Tū Hono Rau – Community and Partnerships is the Council’s integrated function for communications, engagement, kaupapa Māori and Te Tiriti leadership. Its purpose is to strengthen Council’s relationships with tāngata whenua and the wider community, ensuring participation and partnership are embedded in all decisions, and uphold a visible and trusted presence.

The Manager, Engagement is responsible for setting, guiding, and assuring how Hawke’s Bay Regional Council plans and undertakes engagement with communities and stakeholders across the region, including Māori communities. Reporting to Te Pou Whakarae, this role provides leadership and oversight of the engagement team and practice, ensuring engagement activity is deliberate, consistent, and aligned with Council priorities, recognising the scale of the region, the diversity of communities, and the need to prioritise engagement effort.

You will be someone with proven experience leading engagement practices that are appropriate, accurate, and informed by tikanga Māori, and be comfortable incorporating simple, meaningful Te Reo Māori into everyday written and verbal communication. You bring a culturally grounded approach to your work, with demonstrated competency in Te Reo Māori me ōna tikanga, and you naturally build strong working relationships through collaborative work practices. You thrive in environments where partnership, respect, and cultural understanding are essential to achieving great outcomes.

You will also have:

  • A relevant bachelor’s degree or equivalent tertiary qualification
  • Minimum 3 years’ management experience
  • Excellent interpersonal skills with the ability to initiate and engage effectively at all levels, internally and externally
  • A valid driver's license

The salary range for this role is between $104,635 to $123,100 and will depend on the qualifications and experience of the successful candidate.
