As a senior leader and trusted strategic partner within People Services, our HR Managers enable operational success by delivering high-quality HR advisory services, building leadership capability, and ensuring an agile, value-add people service.
Key deliverables include:
- Partner with commanders and leaders to provide proactive, high quality HR advice across all military and civilian people matters at NZDF's Headquarters, driving informed decision making and managing risk.
- Lead regional HR service delivery by shaping and executing strategies aligned to organisational priorities, ensuring quality, efficiency, and impact.
- Build leadership capability through coaching, guidance, and practical tools that enable effective people management and strong team performance.
- People Leader, manage the HR team (HRAs and Senior HRAs), providing coaching, development, technical oversight, and fostering a high-performing, collaborative culture.
- Strengthen stakeholder relationships and integration across People Services and the wider organisation to deliver aligned, cohesive outcomes.
- Enable informed decision-making through effective systems, reporting, and communication, while contributing to regional planning and organisation-wide HR initiatives.
This role is based at Defence House in Wellington CBD. A request for a Flexible Working Arrangement will be supported on completion of training and time in the role.

A confident and experienced HR professional with a strong track record in complex environments, bringing a balanced approach to operational leadership, team capability, and delivery of practical, high impact HR outcomes.
Key skills and experience
- Extensive HR generalist experience in large, fast-paced organisations, with a strong service delivery focus and the ability to operate effectively at a senior advisory/ leadership level.
- Proven people leader, experienced in guiding, coaching, and developing HR advisors to deliver consistent, high-quality, client-focused support.
- Strong operational leadership, manage workflow while navigating competing demands and delivering consistent services.
- Well-developed employment relations expertise, including mediation, underpinned by sound knowledge and application of NZ employment legislation and related frameworks.
An understanding of job evaluations would be welcomed
- Highly capable communicator and relationship builder, able to influence, deliver briefings and training, and build trusted partnerships across diverse stakeholders.
- Adaptable and outcomes-focused, with up-to-date HR practice knowledge and experience supporting change initiatives while maintaining service quality and team performance.

To be eligible for the required level of government security clearance with the NZ Defence Force, you need to meet certain citizenship and residency criteria. Here's what you need to know:
Higher Level Security Clearance
- You must be a New Zealand citizen or you must hold New Zealand Permanent Residence or have a current New Zealand Residency Class Visa.
- At minimum, you must hold New Zealand Permanent Residence or have a current New Zealand Residency Class Visa, and you must be a citizen of and have lived in Australia, Canada, United Kingdom, United States of America or New Zealand continuously for the last ten (10) years.
- You must have a ten (10) year background history that can be verified and assessed appropriately by the NZ Security Intelligence Service (NZSIS) to determine if you are suitable for a security clearance at this level.
