Our Professional & Technical Services Unit provides specialist in‑house survey, design, environmental planning and project delivery expertise for Council. We are committed to delivering sustainable, resilient, innovative and cost-effective infrastructure solutions while maintaining high professional standards and fostering strong partnerships with our business partners.

The Contract Management function provides Contract Administration and Supervision for the Council’s capital works infrastructure programme and is split into three teams, Three Waters, Transport, and Open Spaces. We are looking for a Team Leader in the Transport space.

In this pivotal position, you will lead the delivery of internal and professional contract management services, ensuring the team provides robust technical advice, contract administration and on-site supervision and consistent high-quality outcomes.

You’ll bring your technical expertise to ensure all projects adhere to industry standards, deliver best‑value outcomes, and support long-term asset performance. Working closely with Project Managers, Contract Managers, consultants, and contractors, you will help ensure every project is delivered on scope, on time, and to expectation.

Your Responsibilities Include

  • Inspiring, developing, and empowering a high‑performing technical team
  • Monitoring and allocating team and individual workloads to ensure wellbeing and balance is maintained
  • Providing expert advice and mentorship on complex engineering projects to individual staff and wider project teams
  • Driving best practice, collaboration, and innovation across council teams and external partners
  • Ensuring projects are delivered on time, on budget, and to the highest technical standards
  • Review and evaluate tender documentation to pre-empt onsite construction issues
  • Building strong relationships with consultants, government agencies, and stakeholders
  • Contributing to long‑term planning, policy development, and city‑shaping strategic work

  • A relevant tertiary or postgraduate qualification, with a minimum of 10 years’ post‑graduate experience and at least three years in a similar role within a large or complex organisation
  • Proven experience developing, mentoring, and leading people
  • Strong capability in consultation and relationship management with internal and external stakeholders
  • Demonstrated experience in capital procurement in a public sector environment with a focus on tender evaluation and tender documentation review
  • Clear and confident understanding of NZS 3910 and NZS 3916
  • Proven practical knowledge and experience related to transport and transport related structures, design, and contract documentation

  • Position - Permanent, full-time
  • Location - This position is primarily based at Te Hononga, Christchurch City Council Civic Offices - 53 Hereford Street
  • Salary - The salary band for this position goes from $135,907 - $151,008 per annum based on a 40 hour week. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
