The Regional Facilities Manager (New Zealand & Regional SRP) is responsible for the delivery of Facilities Management services for FCDO operations in New Zealand and for leading the Regional Staff Residential Property (SRP) programme across assigned Posts.
The role ensures facilities and residential properties are safe, compliant, and operationally effective, delivering services in line with contractual KPIs, SLAs, JLL standards, and statutory requirements. Acting as the senior on-site FM lead in New Zealand and the regional SRP authority, the role requires strong client engagement, governance oversight, financial accountability, and leadership within secure and diplomatic environments.
Key Responsibilities
- Comprehensive Facilities Management Delivery – Provide full-spectrum hard and soft FM services across New Zealand sites, including maintenance operations, statutory compliance monitoring, project coordination, and acting as the primary on-site facilities contact for FCDO stakeholders to support diplomatic operations and official events.
- Budget and Procurement Management – Manage site-level budgets, procurement processes, financial controls, and supplier performance in accordance with Commonwealth requirements and JLL best practices, ensuring cost efficiency and value for money.
- Compliance and Building Standards – Implement and monitor building procedures, performance measures, and statutory obligations related to fire safety, health and safety, environmental compliance, and Critical Environment Management (CEM) standards.
- Contractor and Vendor Management – Ensure all contractors comply with security protocols, access requirements, licensing, insurance, induction standards (including JLL's "No Induction, No Start" policy), and manage vendor performance throughout contract lifecycles.
- Health, Safety and Risk Leadership – Lead site-level health and safety management by enforcing JLL Operational Risk Management (ORM) principles, "zero harm" standards, incident management protocols, hazard registers, and emergency response procedures including business continuity arrangements.
- Regional Staff Residential Property (SRP) Programme Leadership – Lead and deliver the regional SRP programme across all assigned Posts, ensuring residential properties are safe, compliant, fit for purpose, and meet consistent standards, policies, and governance requirements throughout the region.
- Residential Property Operations Management – Oversee all aspects of residential maintenance, lifecycle works, refurbishments, property handovers, occupant moves, and provide escalation support and assurance to Posts to maintain consistent resident experience.
- SRP Financial and Performance Oversight – Manage SRP programme budgets, forecasting, cost control, and monitor programme performance, risks, and compliance while providing accurate reporting to Regional Workplace Lead and FCDO stakeholders.
- Property Inspections and Service Optimization – Conduct annual property inspections and regular operational reviews to identify opportunities for optimizing cost, performance, service quality, and ensure planned and reactive maintenance activities are completed as scheduled.
- Stakeholder Leadership and Advisory Role – Build strong relationships with local and regional FCDO stakeholders, provide coaching and direction to site-based teams, and act as a trusted advisor demonstrating professionalism, discretion, and sound judgment in secure diplomatic environments while managing competing priorities effectively.

- University degree or professional qualification in Facilities Management, Engineering, Real Estate, or a related discipline.
- Minimum 5 years’ experience in facilities or property management roles with operational accountability.
- Experience managing residential property portfolios or accommodation programmes is highly desirable.
- Demonstrated experience in public sector, diplomatic, remote, or secure environments.
- Health and safety qualification is desirable.
