Role context

This role sits at the centre of Transpower’s regulatory function, leading how we engage with, shape and operate within New Zealand’s economic regulation framework.

You’ll work at the intersection of strategy, regulation and investment — ensuring Transpower’s regulatory settings support efficient delivery of long-term grid investment in the interests of consumers.

You’ll provide trusted advice to senior leaders, regulators and stakeholders, translating complex regulatory frameworks into clear strategy, positioning and decision-making insights.

About The Team

The Strategy & Regulation team leads Transpower’s engagement with economic regulation, regulatory policy and incentive frameworks.

The team is responsible for securing and optimising regulatory settings, leading major regulatory processes, and ensuring regulatory requirements are well understood and embedded across the organisation.

Working closely with stakeholders across Transpower and externally with regulators and industry participants, the team plays a critical role in enabling investment in the national grid and supporting New Zealand’s energy transition.

The opportunity

As Regulation Manager, you will lead Transpower’s regulatory strategy and delivery — including our most significant regulatory submissions and price-quality proposals.

You’ll work across the organisation and with external stakeholders to ensure regulatory settings are well understood, proactively shaped and effectively applied.

The work you’ll be involved in includes:

  • Lead RCP proposals and regulatory submissions
  • Shape regulatory strategy, positioning and advocacy
  • Advise the Board and Executive on regulatory risks and decisions
  • Lead engagement with regulators, government and industry
  • Own the regulated revenue model and support financial planning
  • Oversee regulatory reporting, disclosures and compliance
  • Guide the business to align decisions with regulatory settings
  • Influence policy outcomes through evidence-based submissions
  • Build regulatory capability across Transpower
  • Lead and develop a high-performing team

What will you bring?

You’ll bring senior experience in regulatory, policy, economic or commercial roles within complex or regulated environments, with the ability to lead strategic regulatory work and major processes or submissions.

You’ll be confident engaging senior stakeholders, interpreting complex frameworks and translating them into clear, practical advice and decisions. Your experience may have been gained in energy, infrastructure, government, regulation or another environment where sound judgement, structured thinking and influence are critical.
