About The Role
At Southern Cross Health Insurance, our purpose is to help our members live their healthiest lives for longer. As New Zealand’s largest health insurer and a regulated financial institution, trust, transparency and sound conduct are at the heart of everything we do.
We’re looking for an experienced delivery professional to lead the coordinated delivery of our regulatory programmes of work. This is a high-impact enterprise role, sitting at the intersection of regulatory compliance, risk management and organisational delivery - helping ensure our obligations are met effectively, consistently and on time.
About The Role
Reporting to the Head of Risk, Compliance & Regulatory Affairs, the Delivery Lead – Regulatory is responsible for designing, establishing and maintaining Society’s regulatory change programme. You’ll create enterprise-wide transparency across complex, multi-stream regulatory initiatives - surfacing risks, managing dependencies and enabling effective decision-making at the highest levels of the organisation.
You’ll be a key interface between the RCRA team, Line 1 business teams, the Strategic Delivery Office and value streams - building the relationships and delivery discipline that drive shared accountability for regulatory outcomes.
You’ll also plan and run the Regulatory Steering Committee, contribute to enterprise-wide planning forums, and play a central role in ensuring our regulatory delivery activity aligns with Society’s risk framework, assurance approach and regulatory engagement strategy.
What You’ll Do
Regulatory Programme Delivery
- Design and maintain an integrated regulatory change programme, translating regulatory priorities into a clear, deliverable enterprise plan
- Provide transparent, timely reporting on programme progress, risks, issues, dependencies and regulatory readiness to relevant governance forums
- Enable effective identification, management and mitigation of delivery risks, cross-team dependencies and blockers that may impact regulatory compliance or enterprise risk outcomes
- Understand the interaction between regulatory programmes and broader enterprise initiatives, supporting effective prioritisation, sequencing and capacity management
Governance & Steering
- Plan, coordinate and run the Regulatory Steering Committee, including setting meeting cadence, preparing agendas and ensuring clear visibility of progress and risk
- Proactively surface matters requiring direction or prioritisation, escalating material delivery, risk or compliance issues through appropriate governance pathways
- Track actions and decisions to ensure follow-through and no surprises
Stakeholder Engagement & Delivery
- Build strong relationships across RCRA, Line 1 business teams, SDO, value streams and centres of excellence to align priorities and support shared accountability
- Foster collaboration, transparency and constructive challenge within complex delivery environments
- Contribute to quarterly, horizon and regulatory planning forums across the enterprise
- Ensure user experience and customer-centric design principles are applied across all delivery outputs
What You’ll Bring
- Proven experience delivering regulatory programmes of work, particularly in relation to conduct matters, with a solid understanding of regulator expectations
- A track record managing complex, multi-strand programmes resulting in improved, sustainable and customer-centric business outcomes
- Superior stakeholder management experience - you can influence at all levels, balance competing priorities and bring people on the journey
- Excellent reporting capabilities, with the ability to simplify complexity and articulate at both a strategic and detailed level
- Demonstrated experience in change leadership, including communication skills, strategies and culture change
- Demonstrated understanding of risk and risk management
- Comfortable working with a level of ambiguity and navigating situations where conflict and negotiation are present
- Business-related qualifications demonstrating expertise, curiosity and a thirst for knowledge and growth
