This is a unique opportunity to contribute to the delivery of Christchurch’s $3 billion Three Waters capital programme, supporting critical infrastructure across wastewater, stormwater, and water supply.

About the role | Ko te mahi nei

As a Procurement & Contracts Lead, you’ll take ownership of end-to-end sourcing activity—partnering closely with Project Managers and the wider procurement function to deliver high-quality commercial outcomes across a large, multi-project programme.

Working Within a Fast-paced And Collaborative Environment, You’ll

  • Lead sourcing projects from planning through to contract award and handover
  • Support capital delivery programmes through smart, scalable procurement approaches
  • Provide expert advice on contract management, risk, and supplier performance
  • Shape procurement strategies to support programme-wide delivery (not just individual projects)
  • Build strong relationships across internal teams and supplier networks
  • Identify and implement improvements to procurement processes to optimise delivery

This is a hands-on role where you’ll operate at both a strategic and practical level, helping ensure procurement enables delivery.

You’re an experienced procurement professional who thrives in delivery-focused environments and enjoys working across complex, large-scale programmes. You’re comfortable challenging the status quo and improving how things are done, build strong and trusted relationships as a collaborative team player, and are motivated by delivering real value for the community.

You’ll Bring

  • Solid experience in strategic procurement (ideally 7+ years in a complex organisation)
  • Strong end-to-end sourcing expertise, including tendering, evaluation and contract development
  • A sound understanding of contract law and procurement frameworks
  • Experience working on capital works, infrastructure, or programme-based delivery (highly desirable)
  • Excellent stakeholder engagement skills, with the ability to influence and advise
  • Strong commercial judgement, analytical thinking and problem-solving capability
  • Resilience and adaptability in fast-paced, evolving environments

  • Hours of work - Full time
  • Position - Permanent
  • Location - This position is primarily based at Te Hononga, Christchurch City Council Civic Offices - 53 Hereford Street
  • Salary - The salary band for this position goes from $96,465 to $107,183 per annum based on a 40 hour week. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
  • Closing Date - Wednesday 3rd June
