The Regulatory Practice, Licensing and Notifications Team enables Maritime NZs regulatory operations by providing three foundational functions: regulatory practice, regulatory licensing, and notifications and enquiries receipt and triage. The Operators Licensing team plays a critical role in ensuring that anyone who wishes to operate within the maritime transport system can demonstrate that they have the knowledge, skills and experience to operate safely. This includes Vessels, Surveyors, Operators, and offshore installations.

Te tunga | The role

The Senior Advisor, Operators, is a multi-faceted role that combines the ability to interpret and apply technical information, engage with a wide range of internal and external stakeholders while working within the parameters of maritime regulatory rules and legislation. This work is all done using the lens of Maritime NZs risk-based regulatory approach focused on harm-prevention. The Senior Advisor is responsible for ensuring those wishing to participate within the maritime transport environment do so with the correct level of skills and experience to operate safely without threatening the marine environment.

You will be responsible for providing quality insights, leadership and advice on matters relating to the regulatory licensing decision making process. You will provide thought and practice leadership both within the team and across the organisation to enhance the Regulatory Practice, Licensing and Notifications teams systems and processes.

You will be responsible for providing technical advice to the team, and management and resolution of complex and potentially contentious applications. This role requires the ability to develop an in-depth understanding of the maritime sector and the relevant regulatory frameworks and legislation. Proven experience understanding and interpreting complex legislation to support robust decision making will be key to success in this role. The role holds delegations for assessing and issuing maritime documents, based on legally robust decision-making principles, and Maritime NZ's values.

You will collaborate across Maritime NZ to ensure that Regulatory Licensing processes and practice are well understood and provide support and advice to our wider teams.

To be successful you will need to be a self-starter and be comfortable working in a fast-paced environment. Ideally, you will be experienced working in a risk-based regulatory environment where you have been responsible for assessing technical applications, making decisions and responding directly to applicants.

Ideally, you will have:

  • Proven experience and knowledge of regulatory practice frameworks and processes;
  • Proven experience and knowledge of interpreting and applying legislation and knowledge;
  • Thrive in a busy, fast paced environment;
  • Strong written, verbal and interpersonal communication skills and a professional phone manner;
  • High ethical standard and respect for sensitivity of personal information;
  • Ability to influence, provide coaching and mentoring others;
  • Strong analytical skills and ability to problem-solve in complex environments;
  • Experience of scoping and contributing to practice improvement projects;
  • Mental agility, resiliece, and be highly organised, with a high degree of business acumen.

Appointing range for the role is $101,770 - $124,124.
